Saturday, May 15, 1999

at the San Diego Velodrome, held in conjunction with the
California State Track Cycling Championships

EVENTS:
        2 sprint (short-distance) qualifying races for the Sprint Finale.
        2 endurance (medium- to long-distance) qualifying races for the Endurance Finale.
        Exact race formats TBA.

        Pro/Elite
        Advanced
        Intermediate/Beginner
        Women

AWARDS:
        Medals, cash, and merchandise prizes.

SCHEDULE:
        Saturday, May 15, 1999
            10:00am - Track opens.
            10:30am - Registration opens.
            12:00noon - Qualifier races begin.
              5:00pm - Finale races begin.

LOCATION:
        San Diego Velodrome, Balboa Park, near downtown San Diego.
            Take I-8 and exit south on Texas Street between the 163 and 805 Freeways.
            Continue south on Texas Street for 2 miles to its end in Balboa Park.
            Park here by the swimming pool and tennis courts.
            Walk straight across Morley Field around the baseball fields to the Velodrome.
        Inline racing will take place on the apron at the bottom of the banked cycling track.
        Smooth asphalt, flat, level, 333m oval lap.
        There will be food concessions and entertainment on-site.

REGISTRATION:
        $15.00 on-site day-of only. Flat fee includes all races.
        All entrants will be required to sign a liability waiver.
        Parent or legal guardian signature required for entrants under 18.

EVENT DESCRIPTIONS

Individual Time Trials
Individual 200m and 2 kilometer time trials will be held for each category. overall ranking and handicap rating will be established for future events. Event seeding will also be established.

Mass Start Sprint Competition
Based on 200 meter time trial, skaters will be seeded in 3- to 5-person sprint heats (to be determined at time of registration). Heats will be run with the winners advancing to Quarter, Semi, and Final sprint rounds. Non-qualifiers will compete in a consolation sprint final. Sprint competition will be run for each race category.

Scratch Race
Mass start (everyone at once) race event. Each category will compete in a predetermined distance race. This is a timed event, a distance standard will be established. Field limit will be 20 skaters. Categories exceeding 20 will have a qualifying race.
        Distances:
Pro/Elite 10 kilometer (30 laps)
Advanced 7 kilometer (21 laps)
Women 5 kilometer (15 laps)
Intermediate 5 kilometer (15 laps)
Beginner 4 kilometer (12 laps)

Miss and Out
All categories will compete in an elimination event. One skater will be removed each lap until 5 skaters remain. The final 5 skaters will receive a free lap to recover. At the conclusion of the free lap skaters will receive the bell indicating one lap to go. Skaters will sprint to final placing.

Italian Pursuit Team Competition
5-member team time trial event. The event is 5 laps with each team member obligated to pull one full lap. After pulling the required lap the member is dropped. The race continues until the one final remaining skater finishes. Teams must include at least 1 woman and can be made up of any category or composite of categories.

SCORING

Individual awards will be based on an Omnium or points standings. The Omnium will consist of 3 events:
        Sprints
        Scratch Race
        Miss and Out

Points in each of the omnium events will be given to the top 5 finishers 7-4-3-2-1 (7 points for first place, 4 points for second place, etc.). Awards will be given to the top 3 individuals in each category based on omnium points.

Awards will also be given to the top 3 teams in each team event.
